Institute for Research on Training and Human Resource Development (HTD Institute) is a part of the Vietnam Association of Universities and Colleges with the mission to contribute to education development to improve the quality of the labor force.

HTD Institute was established by Decision No.33/QĐ-HH signed on 9 September 2022 by the Vietnam Association of Universities and Colleges. HTD Institute obtained working permission No. A-2519, signed on 26 September 2022 by the Ministry of Science & Technology, given the following filed:

    • Science research and carry out programs, topics, and projects in the education field and human resource development; applying digital transformation to education and human resource development.
    • Science and Technology Service: advisory, technology transform, organize conferences, science meetings, train in-depth professional knowledge in the above research field.
    • Organizations cooperate with individuals in the country and abroad to complete the Institute’s mission.

HTD Institute strives to encourage and develop research programs combining science, technology, and education. HTD Institute aims to support universities in Vietnam to push toward continuous quality improvement and to meet an international standard.

Dr. VALERIE PATON

As a professor in Tech’s College of Education, Paton teaches data supported decision making and policy in the Ph.D. in Higher Education. Her funded research includes three HSI STEM awards with community colleges partners and an Educate Texas STEM Degree Accelerator award.
Paton has served as Vice Provost at TTU and Senior Vice Provost at TTUHSC El Paso. In addition, she served as Chair of APLU’s Council on Engagement and Outreach Executive Committee, and Board member of the Engagement Scholarship Consortium (ESC).

Dr. JENNIFER HUGHES

Jennifer Hughes is Managing Director of the Office of Planning and Assessment (OPA) at Texas Tech University. She earned a Ph.D. in Higher Education Research from Texas Tech University, a Master of Science in Communication from Illinois State University, and a Bachelor of Science in Speech from Northwestern University. Jennifer’s dissertation explored faculty compliance in academic assessment practices, specifically studying the ways in which assessment professionals collaborated with faculty members to achieve compliance. Jennifer’s philosophy for working alongside faculty is informed by her dissertation research, and she takes a collaborative and supportive approach to accreditation compliance.

Dr. LY THI MINH CHAU

Graduated DBA from the University of Western Sydney Australia in 2013, She hold a BA in English (1986), Bachelor of Business Administration (1997), and a MBA (1999) from the Asian Institute of Technology. She has worked as a visiting faculty for the Faculty of Business Administration at Soka university, Japan since 2014; AUN Assessor. Her research interests are university governance, higher education internationlisation and management; qualitative research methodology, quality management, compentency-based human resource management, development of new disciplines and of quality assurance system.

Dr. PHAM THI TUYET NHUNG

She received Ph.D in Curriculum and Instruction from Texas Tech University, United States. She was an HLC reviewer (assessor) in 2018. Her research interests are internal quality assurance of academic programs and assessment of program learning outcomes.

MBA. NINH NGOC TRAM

Tram Ninh completed the Master’s Degree of Social Science with the Major in Social Policy at the University of Jyväskylä, Finland in 2019. Currently, she is doing her Ph.D. in the Department of Education and Culture, University of Tampere, Finland. Her research interests include higher education governance, global policy transfer in education and the politics of knowledge and data – with a special focus on the Global South and post-colonial contexts.
